If you're relocating to Sarasota, Lakewood Ranch, or anywhere along Florida's Gulf Coast, you've probably heard the term "impact windows" thrown around a lot.

Whether you're buying a new construction home or considering a resale, understanding Florida's building code requirements around impact-resistant windows isn't just smart it could save you thousands in insurance premiums and give you real peace of mind when hurricane season rolls around.

Here's everything you need to know, straight from the Florida Building Code (FBC).

01  The Short Answer: It Depends on Where You're Building

Impact windows are not a blanket statewide requirement on every single new home in Florida but for most of the coastal and near-coastal communities where our buyers are looking, the code effectively requires impact-rated protection on all windows and doors.

The Florida Building Code (FBC) divides the state into wind zones and regions based on proximity to the coast and design wind speeds. In wind-borne debris regions which cover the vast majority of Sarasota, Manatee, and Charlotte counties all glazed openings in new construction must either be:

  • Impact-resistant windows and doors, OR

  • Approved hurricane shutters that meet Florida Product Approval standards

This requirement applies to both new construction and major renovations. So if you're buying a resale home and planning significant upgrades, this may apply to you too.

💡 Buyer Tip: Planning to buy new construction in Lakewood Ranch or Wellen Park? Ask your agent and builder specifically whether ALL windows and doors are impact-rated and permitted to current FBC standards don't assume.

02  What Are "Wind-Borne Debris Regions"?

The Florida Building Code defines wind-borne debris regions as hurricane-prone areas that meet one of these criteria:

  • Within 1 mile of the coastal mean high water line where the ultimate design wind speed is 130 mph or greater (Wind Zone 3)

  • Anywhere the ultimate design wind speed reaches 140 mph or greater (Wind Zone 4)

Virtually all of Sarasota County's coastal communities including Indian Beach/Sapphire Shores, Siesta Key, and communities along the bay fall within these wind zones. Many Lakewood Ranch and inland master-planned communities also trigger these requirements depending on their specific location.

03  High-Velocity Hurricane Zones (HVHZ): The Strictest Standard

At the top of the scale are High-Velocity Hurricane Zones (HVHZ), which currently include Miami-Dade and Broward Counties. In these areas, requirements are even more stringent products must comply with Miami-Dade's Notice of Acceptance (NOA) system and be tested to design pressures corresponding to wind speeds of approximately 170–175 mph.

While Sarasota and Southwest Florida are not technically designated HVHZ, the 2023 (8th Edition) Florida Building Code has raised the bar statewide with updated testing thresholds and stricter requirements for waterproofing and window perimeter sealing.

04  Impact Windows vs. Hurricane Shutters: Both Are Code-Compliant

Here's a nuance many buyers miss: the code doesn't mandate impact windows specifically it mandates impact-rated protection. That means hurricane shutters can satisfy the same code requirement.

However, in practice, the overwhelming majority of new construction builders in the Sarasota/Southwest Florida market install impact windows as the standard, for good reason:

  • No manual deployment - shutters require setup before every storm; impact windows are always ready

  • Insurance discounts - Florida insurers (including Citizens) offer premium discounts for homes with impact glass

  • Resale value - buyers in our market actively seek homes with impact windows

  • Security - impact glass significantly increases resistance to break-ins

  • UV protection - laminated glass filters UV rays that fade furnishings and flooring

05  The 25% Rule: What It Means for Existing Homes

If you're buying a resale property and planning renovations, pay close attention to this rule:

If you replace more than 25% of your home's windows within a 12-month period, every replacement window must meet the same impact standards required for new construction.

This is actually good news for buyers it means that older homes throughout Sarasota are continuously being upgraded to impact glass as part of renovations, raising the overall quality of the housing stock.

06  What the 2023 Florida Building Code (8th Edition) Added

The current 8th Edition FBC (effective January 2023) reinforced existing impact requirements and added new emphasis on:

  • Waterproofing and window perimeter sealing inspectors now closely examine flashing and drip-edge installation, since water intrusion can be as damaging as wind

  • Proper installation standards even the strongest impact window will fail if installed incorrectly; a permitted inspection is now required to verify both the product and the installation

07  Why This Matters When You're Buying in Southwest Florida

For clients relocating from high-tax states like New York, Illinois, Michigan, and California, this is a top-of-mind question. Here's the bottom line for our market:

  1. New construction homes in Sarasota, Lakewood Ranch, Wellen Park, and surrounding communities are almost universally built with impact windows as the standard specification it's baked into the cost of construction.

  2. Resale homes vary - some older homes still have standard windows with shutters. This is worth noting in your due diligence and factoring into your offer and negotiation.

  3. Insurance implications are real homes with impact windows typically receive meaningful premium discounts from Florida insurers, partially offsetting any cost difference.

  4. It's a strong selling point at resale buyers in our market have come to expect impact windows, and homes without them often face tougher negotiations.

08  Questions to Ask Your Builder or Agent

When evaluating a new construction home, don't just assume impact windows are included. Ask specifically:

  • Are all windows and doors impact-rated to current FBC standards?

  • What design pressure rating are the windows tested to?

  • Do the windows carry Florida Product Approval and/or Miami-Dade NOA certification?

  • Is the installation permitted and inspected by the local building department?
